Julia Chen

Julia Chen is an Adviser to the Simon Institute for Longterm Governance (SI), advising the organization on China’s AI ecosystem and governance frameworks.
Next to advising SI, Julia conducts independent AI governance research for various organizations. Previously, she held senior roles at Amazon Web Services, Concordia AI, and ByteDance, where she specialized in AI strategy, governance, and public policy. Earlier in her career, she served as a policy adviser in the UK government, contributing to clean energy reform and the national strategy for connected and autonomous vehicles.
Julia holds a first-class bachelor’s degree in History from the University of Oxford and studied Advanced Mandarin at Fudan University.
