Julia Chen

Julia Chen is a Senior Tech Diplomacy Specialist at the Simon Institute for Longterm Governance (SI), developing the organization’s expert ecosystem and researching governance frameworks to facilitate international exchange.

Previously, Julia was an independent consultant on AI governance for various organizations. She has held senior roles at Amazon Web Services, Concordia AI, and ByteDance, where she specialized in AI strategy, governance, and public policy. Earlier in her career, she served as a policy adviser in the UK government, contributing to clean energy reform and the national strategy for connected and autonomous vehicles.

Julia holds a first-class bachelor’s degree in History from the University of Oxford and studied Advanced Mandarin at Fudan University.
