{"id":436,"date":"2025-01-17T14:54:00","date_gmt":"2025-01-17T14:54:00","guid":{"rendered":"https:\/\/simoninstitute.ch\/?p=436"},"modified":"2025-09-26T14:02:51","modified_gmt":"2025-09-26T14:02:51","slug":"developing-the-modalities-of-the-independent-international-scientific-panel-on-ai-the-global-dialogue-on-ai-governance-a-workshop-series","status":"publish","type":"post","link":"https:\/\/simoninstitute.ch\/blog\/post\/developing-the-modalities-of-the-independent-international-scientific-panel-on-ai-the-global-dialogue-on-ai-governance-a-workshop-series","title":{"rendered":"Developing the Modalities of the Independent International Scientific Panel on AI &amp; the Global Dialogue on AI Governance &#8211; A Workshop Series"},"content":{"rendered":"\n<p>In September 2024, the UN General Assembly adopted&nbsp;<a href=\"https:\/\/www.un.org\/techenvoy\/global-digital-compact\" target=\"_blank\" rel=\"noreferrer noopener\">the Global Digital Compact (GDC)<\/a>, mandating the establishment of two new institutional mechanisms for governing AI:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Independent International Scientific Panel on AI<\/li>\n\n\n\n<li>The Global Dialogue on AI Governance<\/li>\n<\/ul>\n\n\n\n<p>Starting on January 17th, UN Member States are set to begin negotiating a modalities resolution defining the terms of reference of the above mechanisms. Against a backdrop of rapid developments in artificial intelligence and numerous parallel AI governance processes, Permanent Missions across Geneva and New York are working to develop informed positions on the desired design of these institutions.<\/p>\n\n\n\n<p>To support negotiators in preparing for these discussions, the Simon Institute for Longterm Governance (SI) co-organized two targeted workshops focused on understanding the technical trade-offs in the upcoming modalities negotiations. On January 14th, 2025, SI held an in-person workshop in Geneva with the Permanent Mission of Pakistan, welcoming 16 diplomatic representatives. On January 16th, SI conducted an online workshop in collaboration with the Permanent Mission of Iraq, the chair of the G77, welcoming 45 diplomatic representatives.<\/p>\n\n\n\n<p>The workshop contents drew directly from&nbsp;<a href=\"https:\/\/www.simoninstitute.ch\/blog\/post\/blueprints-design-options-for-the-independent-international-scientific-panel-on-ai-and-the-global-dialogue-on-ai-governance\/\" target=\"_blank\" rel=\"noreferrer noopener\">SI\u2019s recent interim report analyzing trade-offs, building blocks, and options for the modalities of the panel and dialogue<\/a>, as well as from SI\u2019s extensive engagement with and analysis of the 2024 GDC negotiations.
